Family of Man Killed by Dogs Asks for Tougher Laws for Pit Bulls

The family of Lowell Bowden, 70, spoke out in favor of stricter regulation of the pit bull breed.

LINDSIDE -- The family of a man who was killed after a Nov. 27 dog attack now is asking state and local lawmakers to take a look at laws and ordinances regulating pit bulls.

Lowell Bowden, 70, of Monroe County died Dec. 6 after being attacked by a group of dogs six days earlier.

His family released a prepared statement Dec. 7. The family describes him as a husband, step-father and as an adored grandfather.

"He died because he took a walk last Friday, as he does every day, to think about all that life has given him," the statement reads. "… and four dogs viscously, brutally and fatally attacked him; mauling and destroying the most exposed part of his body leaving him unrecognizable by sight."

In the statement, the family blames lax laws for the attack.

"He died because of laws that do not send a harsh enough message to irresponsible dog owners to properly manage their dogs," the statement reads. "He died because the lack of ordinances that could provide stricter oversight of irresponsible dog owners and punish them to prevent tragedies such as this from happening.

"He died because the laws that deal with dog attacks within the state of West Virginia are categorized and charged as misdemeanors although a loss of life has occurred and allowing irresponsible dog owners to be convicted of a misdemeanor instead of a felony."

The family asked the community for help in pressuring lawmakers to toughen those laws.

"We ask for help from you … neighborhoods, communities, organizations and the media to send a loud and clear message to government officials, legislators, and lawmakers," the statement continues. "Change your laws so that irresponsible dog owners are held accountable for the negligent keep of their dogs ensuring that their dogs are kept in a manner to prevent another brutal mauling."

After the attack, Justin Blankenship, 20, and Kimberly Blankeship, 52, Anna Hughes, 32, and Mose Christian, 19, were arrested in connection with the incident. They all were arrested on misdemeanor charges, but those could be upgraded.

It makes me sick to know people are so ignorant... I am a PROUD owner of a blue pitt female and a blue pitt male who are both registered and also a breeder...something that is not understood about these dogs is that it all starts with how they are bred...these dogs are strong and when they are inbread the are born with mental challenges like humans...those dogs that are great pets and one day snaps is because of their blood line.. breading the mother with the son or brother or sisters and that is beacause PEOPLE are careless and want to make a quick buck and others want a pitbull for $50... my dogs cost $1200 a piece because their bloodline can be traced back at least 3 generations... these dogs are not being respected for their QUALITY but instead for their quantity

As an Animal Cruelty Investigator, former Humane Officer, and a now proud owner of a pit bull, I have to disagree with targeting a breed of animal. I have dealt with many kinds of dogs that were a lot worse than a pit bull. It is not the breed that makes the problem and we tend to take a lot of things out on them. That is uncalled for and just as cruel. It is the owner that makes or breaks the dog, not the dog. The pit I have I rescued from a very abusive home and with tender love and care, many trips to the vet to heal the physical damage, I am proud to say I have one of the best dogs I have ever had in my life. There are some things that certain people should not be allowed to have..... pit bull, vehicles, even children. As breeders or any other place you can buy or adopt a dog such as a pit bull, we must carefully consider who is getting the animal and what their intentions are with the animal. Be responsible for what happens after that animal leaves your care. There are no bad dogs, just bad owners! I am sorry for the loss of life and yes the owner should be held liable. We don't have to take it to extremes with the breed.

shirley I cannot believe you would say its Gods will for anyony to get attacked and killed by attack dogs. Mayby you can put yourself in his familys shoes if you lost a member of your family or maybe its Gods will that you get eaten alive by dogs. These dogs are breed to be agressive thats why they are agressive and can attack anyone even little children. Please think before you open your mouth next time!

All of you please read the family statement. The family is asking for stricter DOG laws so owners will be more responsible. We are not asking to target one breed,although this breed is kown to do the most damage. I don't care what kind of dog you own, we just want to hold owners accountable for the damage their pets can do. In order to do this we need the help of everyone, just please rememberwe are not after a specific breed of dog we want to target their OWNERS.

I urge you to see beyond this tragedy and demand that the circumstances of the dogs' care be investigated too. Pit Bulls are not "bad" dogs anymore than German Shepherds are (who were the "killer dogs" of the 50's and 60's). First, who identified these as "pit bulls" (there is no such breed). Secondly, were the dogs spayed/neutered? Thirdly, did they typically live "chained"? The MOST COMMON condition for a dog that "attacks" is that it is an un-altered, historically chained, un-socialized animal. I am so sorry for the loss of Mr. Bowden's life - what a special man he sounds like. I am also very sad for these dogs. It is a tragedy all round.

I have not witnessed your dogs behaivor. If your dogs are trained as you have said they are the exceptions to the rule so to say. I do Amber also know the history of this breed as I have helped rescue them from bad homes. But the sad truth is that a small percentage of them are safe to others than you the owners and your friends they know as seen by this and many other events in the news and local talk. Several events that have taken place with the family pets as you have listed and all where spoken of as kind and great with kids until the day of the accidents. But, I am glad to hear that there are people such as yourself Alisha and Bully Bob that are accountable for your dogs. But as you stated in your various posts they are "prevokable" with dire results to others as they are "defending"as stated. Sometimes the "defending" effect is just a attack on a person whom is not expecting it. But as for me I stand by what I said. "They are not to be trusted". But the correct statment was made by you, "The owners that makes the difference". As for laws they should reflect the bad owners faults in training or lack of and non containment of thier dogs. They should have to follow leash laws, fencing contaiment, and the sort in order to be able to keep these animals. But the sad truth is they are not. Now this has been an effect of "bad training" with A man having to die to bring it to everyones attention. That is why I believe the breed is dangerous and not needed. The bad is greater than the good people. You all and I should agree to pray together this doesn't happen again and for his family. Enough said.

I am a close friend of the family of the gentleman who was murdered by these dogs. I have known other pits who were very nice and would never hurt anyone under any circumstance. But these dogs had a history of violence and the ownes warned several times. I am a dog lover but wanted to jump for joy upon hearing those dogs had been put down. I don't think an intire breed of dog should be held accountable for the bad choices of many owners. Like guns this breed has the ability to kill or protect and like guns there should be something put in place to assure the dogs go to qualifed owners. Many people have been attacked by dogs of all breeds we need to stop blaming just the dog and start holding owners more accountable. If you make a bad choice and drive drunk and someone dies its manslaughter but if a dog owner makes bad choices with training and a dog kills someone its a misdameaner. Imsorry BUBBA but its ignorent people like you who make me sick,I have a pitbull and she is the sweetest dog ever and she also protects my 4 month old daughter and was aso raised with little children so im sorry but if you dont kno anything about the breed then you shouldnt say anything at all.

Bubba I guess I will try to forgive your igorance. I own 3 pit bulls and they are all good canines. They are trained to be obedient and always leashed when going on a walk. I have a good secure fence also. Beleive me it is the owners not the breed.

I have the now how to make any breed of dog mean and to fight other dogs. The pit bull does have better muscularity and attitude to fight but they can also be great family pets. There are numerous pit bulls that are famous for protecting humans.

i disagree any dog can do this it depend on how the dogs are treated and trained. i have known people who have pits and have posed no threat to me when i visited them on of my friend now has a pit and he is no threat to me or kids. the dog loves children and defends then if he believes they are in danger from one of us

I am an animal lover, especially dogs; but, the Pit Bull is the first dog that has ever given me fear .... why...because of the owners treating them in a way that makes them dangerous to others. I feel sorry for the breed that it has been abused in this way and given a bad name. Wake up people, how would you like to come up on a strange Pit Bull or two on the loose when you least expect it. Whenever I see one in the distance I make a bee line to safety. I'm so sorry this poor man had to suffer and die in this manner.

It's not the breed of dog, it's the way they're handled. Pit bulls were first breed to be "nanny dogs" for very small children - they're gentle by nature. It is when they're mishandled they become vicious.

These dogs are not pets. They pose no other reason for living than to be a fighter. Which is cruel to any animal. The breed of dog is not useful to any human and should be banned in the state of WV. These dogs are aggressive and show no murcy when in packs. This should be a wake up call to all of us in the state. Its time to stand up to the owners that do not care about you and I. Give them jail time for any attack and the dog should be put down on the first time. Look here people dont get a dog because its in a rap video and you think it looks cool. The Pit Bull dog is not any good as a pet. It will kill you given the right chance.
