Prison Overcrowding Discussed in the Legislature

The West Virginia Center on Budget and Police says only Wisconsin has spent a greater share of its budget on corrections than W.Va. during the past two decades.

The report also says W.Va. spending has doubled during that time. 

To reduce the demand on tax dollars and shrink the prison population, the report recommends the state provide alternatives to incarceration like work release and home monitoring. The report also recommends expanding the use of drug courts and mental health courts statewide to treat the underlying problem instead of punishing non-violent law-breakers.

The report says West Virginia should increase programming for prisoners to help reduce recidivism and increase the number of prisoners who are eligible for parole.
