CHARLESTON -
The Senate passed a bill, Wednesday, that would establish regulations for dog-breeders to try to eliminate puppy mills.
One Senator spoke passionately about the bill because she wanted it to be fair for many breeders in the mountain state such as anyone who keeps or breeds dogs for herding or hunting.
"I was against the bill until we got the amendments in which took care of the hobby breeders and all the kennel clubs then were happy once we got these amendments in," said Sen. Karen Facemyer, (R) of Jackson County.
The measure establishes several requirements, such as housing and inspections. It goes to the House of Delegates now for debate.
