West Virginia Gov. Earl Ray Tomblin is ordering drug tests for people who seek job training on the taxpayer's dime.

Tomblin said he'll sign an executive order on Tuesday that requires drug screenings for workforce program applicants.

The Democrat is scheduled to take up the order at a meeting of the Regional Economic Development Partnership in Wheeling.

The order follows up on a pledge made by Tomblin during this year's State of the State address. The governor said employers have complained that jobs remain unfilled because applicants can't pass drug tests.

Legislation successfully proposed by Tomblin during the recent regular session requires random screening of people with safety-sensitive jobs at coal mines.

Lawmakers have debated whether to require drug tests for welfare recipients, state employees and even themselves.
