State officials are proposing raising various taxes, including those on cigarettes, in order to raise money to repair the damaged highways.

Gracie L. Naylor, 4, of Montgomery Heights was killed in an accident on WV Route 61 at around 9:45 p.m. on Monday, April 30.
West Virginia State Police responded the scene to help sheriff's deputies reconstruct the accident. According to Sheriff Steve Kessler, the girl was hit in the southbound lane of Route 61 and pronounced dead at the scene.
"The preliminary investigation indicates that his child apparently ran into the traffic lane of the roadway and was struck by the oncoming vehicles," said Sheriff Kessler. "There is no indication that drug and alcohol abuse was a factor in this collision and, preliminarily, it does not appear that the vehicle was operated in a reckless manner."
The driver of the vehicle and the mother of the child were taken to Montgomery General Hospital for emotional trauma. The driver was later taken to Charleston Area Medical Center. Her condition is unknown at this time. The driver's name is not being released.
No charges have been filed against the driver and none are anticipated at this time.
"This appears to have been just a tragic accident," said Sheriff Kessler.
The incident remains under investigation by the Fayette County Sheriff's Office and the West Virginia State Police accident reconstructionist.
