W.Va. SSAC proposes changes in athlete transfers

CHARLESTON, W.Va. (AP) -

The Secondary School Activities Commission is proposing changes in athletic transfer rules in response to a court order.
    
A Monongalia County judge invalidated the rules in a December decision that said the SSAC doesn't treat public and private schools the same in considering transfers.
    
Robert Konchesky of Morgantown challenged the rules after his daughter transferred from University High to private Trinity Christian for her sophomore year and was ordered to sit out one year.
    
The SSAC's Board of Control, which includes member school principals, adopted the proposed changes earlier. The state Board of Education will review them next week.
    
The changes clarify attendance zones and middle school enrollment, team membership and practice eligibility.
