It appears a would be Al-Qaueda bomber turned out to be a double agent.

U.S. and Yemeni officials said the man picked to blow up an American bound airliner was actually working for the CIA and Saudi Intelligence.  He delivered the bomb to U.S. Intelligence officials intact.

Al-Qaeda in the Arabian peninsula planned the attack.  They created a bomb without metal part, making it unlikely it would be picked up by metal detectors.
