State officials are proposing raising various taxes, including those on cigarettes, in order to raise money to repair the damaged highways.
Five juveniles face arson charges stemming from three fires in Huntington.
Cabell County prosecutor Chris Chiles tells media outlets that an 11 year old boy and a 12 year old boy are charged with setting a fire on a vacant lot on Monday.
They also face larceny charges.
Police charged three other male juveniles with setting an unrelated fire that also occurred Monday.
Two of the youths also are charged with setting a fire at the same location on April 2.
Two suspects are 10 years old and the other is 17 years old.
Police continue to investigate another 40 arsons that have occurred in Huntington since November.
Police say the juveniles don't appear to be linked to these cases.
