    It was a special day Wednesday for children and faculty at the Mercer County Early Learning Centers as they got special visitor.

An arrest is made a week after a 4-month-old infant is transported to intensive care in Charleston.

Joseph Hailey was taken into custody following a child abuse investigation by Beckley City Police Wednesday.

According to Captain Jeff Shumate, with the Beckley City Police Department, the child was admitted to Raleigh General last week with a fractured skull and internal bleeding, and later transferred to Charleston Area Medical Center.   

"Child abuse investigations are a little more complicated than regular investigations. The big reason is, there are actually two. The first reason is the child's inability to communicate. The other is the person who is an abuser is a parent, guardian, or custodian, and there is a delay in seeking treatment," said Shumate in reference to the investigation.

Hailey is charged with Child Abuse Causing Serious Bodily Injury and Giving False Information Regarding a Child's Injury.
