Roman Catholic Bishop Michael Bransfield is targeting child poverty in his latest pastoral letter.
Bransfield is scheduled to release his fourth pastoral letter Thursday morning in Wheeling.
The Diocese of Wheeling-Charleston says Bransfield will address West Virginia's rates for low birth weight, infant mortality, child abuse and neglect, teen births and the percentage of births to unmarried teens. All these rates are higher than the national averages.
