The U.S. Department of Labor's Office of Workers' Compensation Programs has published for public comment a direct final rule and a companion proposed rule adopting updated standards for administering and interpreting digital radiographs for the Federal Black Lung Program.
The leader of a West Virginia think tank on budget and policy will serve on federal initiative encouraging financial transparency in the gas industry.
Ted Boettner, executive director of the West Virginia Center on Budget and Policy, was appointed to a position on the U.S. Extractive Industries Transparency Initiative, an effort of the U.S. Department of Interior. Among the issues Boettner said he was interested in addressing is the disclosure of revenue collected in the form of severance taxes.
"It is an honor to be appointed to this board by Secretary Salazar and I look forward to participating to address issues of transparency and accountability of natural resource extraction," Boettner said. "Our experience in West Virginia as an energy state will help inform the advisory board as it moves to create a global effort to increase transparency and strengthen the accountability of revenue reporting."
Boettner's appointment is the only one that represents a state-focused organization. Other appointees are nationally focused such as the United Mine Workers of America and the Energy Policy Forum.
The appointments were announced last month by the Department of the Interior.
""I look forward to working with this group in the new year as we work to forge open governments and institutions that are accountable to the people," said Department of Interior Secretary Ken Salazar.
The initial meeting of the group is expected in February.
