CHARLESTON, WV -

Gov. Earl Ray Tomblin announced June 3 former House of Delegates Speaker Bob Kiss has been appointed Cabinet Secretary of the West Virginia Department of Revenue, effective July 1.

Kiss was House Speaker from 1997-2006, and represented Raleigh and Summers counties in the House from 1989-2006. He served during some of the state's major overhauls, including tax policy, the privatization of workers' compensation and the creation of Tax Increment Financing legislation.

"I've had the pleasure of working closely with Bob during our tenure in the Legislature together and know he will, once again, serve the people of West Virginia well in this new capacity," Tomblin said in a news release. "With his extensive knowledge of tax law, experience as a finance chair and then Speaker of the House of Delegates, Bob truly understands the intricate finances of state government and the importance of maintaining our state's good fiscal standing for the people of West Virginia."

Kiss is a 1979 graduate of Ohio State University, and he earned his law degree from OSU's law school in 1982. He currently is a partner at Bowles Rice Attorneys at Law in Charleston where he practices in the areas of tax, estate planning and commercial law.

He is married to Melinda Kiss and they live in Charleston.

Tomblin has appointed Jason Pizatella, Tomblin's director of legislative affairs since January 2011, to be acting cabinet secretary effective immediately until Kiss assumes the position. Pizatella served as deputy state tax commissioner and counsel to the state Senate Committee on Government Organization and the Committee on Finance. He will return to Tomblin's staff July 1.
