    Senate Bill 373, a bill drafted in response to the Jan. 9 chemical leak, establishes a commission to do studies and report back to the Legislature. Senate President Jeff Kessler, D-Marshall, made the first appointment to that board on Aug. 29. Kessler appointed Dr. Rahul Gupta, Executive Director of the Kanawha Charleston Health Department.

    Officials have focused on the longtime use of fire-fighting foams at the nearby Delaware Air National Guard Base at New Castle Airport. Those foams contain perfluorinated chemicals, or PFCs, which are an emerging health concern for drinking water supplies nationwide.

Delegate Josh Stowers, D-Lincoln, announced July 8 he will resign his seat in the House of Delegates to take a position in the West Virginia Treasurer's Office.

Stowers will begin his duties as deputy treasurer July 15. He will train to replace Assistant State Treasurer Danny Ellis, who will retire at the end of the year.

"We will lose a tremendous amount of knowledge and skill here in the treasurer's office when Danny leaves," said Treasurer John Perdue. "That's why I feel it is appropriate to allow time to prepare his successor and my staff for this adjustment."

Stowers also has resigned from his position as assistant principal of Horace Mann Middle School. He sent a letter to the Kanawha County Board of Education to notify it of his new job.

"I have talked with some of my colleagues both in the House and at Horace Mann and they are supportive of my decision," Stowers said. "This is a great opportunity for me to continue to serve the people of West Virginia in an expanded capacity. I look forward to working with Treasurer Perdue, Assistant Treasurer Ellis and the entire state treasury staff."

Perdue said he selected Stowers as Ellis' replacement because Stowers has exhibited "excellent leadership and administrative skills."

"He also has a strong background in education, which aligns well with my pro-education services such as the SMART529 College Savings Plan and the NetWorth financial literacy initiative," Perdue said.

Stowers was first elected to the House of Delegates in 2008. He most previously served as vice-chairman of the House Education Committee and as a member of the Pensions and Retirement and Roads and Transportation committees.

He earned his bachelor's degree from Concord University and graduated from Marshall University with a master's degree. He and wife, Jennifer, live in Lincoln County with their two children.

The Lincoln County Democratic Party will meet in the comings weeks and nominate to Gov. Earl Ray Tomblin three individuals to fill the vacant House seat. Tomblin will then choose a new delegate from those nominations.
