A Roane County man has been arrested in connection with a deadly alcohol-related accident early Thursday morning.
Chaz Simmons, 23, has been charged with DUI causing death and DUI causing injury.
Simmons was driving on the 7000-block of Clay Road around 2:30 a.m. when he lost control of his truck and smashed into a house, investigators said.
Simmons ran over two people sleeping inside.
Kelly Casto was pinned under the truck and died from her injuries. Her boyfriend, William Cottrell, was also pinned under the truck.
Cottrell's family was able to push the truck off of him. Cottrell's back is crushed, but doctors believe he will survive his injuries.
Witnesses said they could smell the alcohol on Simmons breath.
"He was going to try and run over them again. I made him shut the vehicle off," said Larry Cottrell, the victim's brother.
Larry said he can't believe what happened to his brother and Casto.
"She was really a fine girl. My brother, either one of them, would help anyone do anything," Cottrell said.
Court records show Simmons admitted to drinking 7-8 beers before making the decision to get behind the wheel of his truck.
Sgt. Bo Williams said Simmons has been arrested for DUI in the past.
"It's frustrating every time. They just seem to never learn," he said.
Simmons family was in the courtroom as a judge read the charges against him. His family tells 13 News they are devastated about the entire situation.
Under the law, Simmons faces 3-10 years in prison for the accident.
The names of the victims in an early morning fatal DUI crash have been released.
Kelly Casto lost her life due to the injuries she sustained in this mornings accident.
William Cottrell is the other victim and he was transported to the hospital.

Deputies said Simmons was arrested for driving under the influence in the past.
A magistrate judge set his bail at $100,000 cash or property.
Simmons family was also in the courtroom as the judge read the charges against him.
One woman is dead and another man is severely injured after a drunk man crashed into a home on Clay Road in Roane County, according to the Roane County Sheriff's Department.
It happened just after 2:30 a.m.
Investigators tell 13 News the woman was pinned under the man's truck and died from her injuries.
The other male victim inside the home is alive but his back is crushed, investigators said.
The driver is also alive but clearly intoxicated, authorities said.
The driver is facing multiple charges in connection with the accident
