After early complaints that out-of-state firms got the most jobs, some local construction trade workers and union members in Pennsylvania, Ohio and West Virginia say they're now benefiting in a big way from the Marcellus and Utica Shale oil and gas boom. That vocal support from blue-collar workers complicates efforts by environmentalists to limit the drilling process known as fracking.

The West Virginia Department of Environmental Protection announced internally this week it has reassigned its mining director, Tom Clarke.

Clarke will be reassigned new duties as an executive assistant to the agency head, DEP Secretary Randy Huffman, effective Dec. 1, where he will work on environmental matters related to energy development.

His research and reports to Huffman will range from extraction to consumption and renewables, according to the DEP. Clarke became mining director in 2008.

Harold Ward will serve as acting director in Clarke's place until a permanent replacement is selected. Ward has 24 years of experience in the mining program.
