    Other places around the country have started using mobile delivery systems for their summer meals programs. In Baltimore, a summer meals program drops meals off at 11 sites, while in Waco, Texas, school buses go to certain designated sites and kids get on the bus to get their meals.

U.S. Sen. Joe Manchin, D-W.Va., said Monday he and his entire staff enrolled in the Affordable Care Act's health insurance.

Manchin said although there have been failures during the implementation of the law, there are many good aspects to the law that offer more health services to millions of hardworking Americans.

"Today, my staff and I joined the thousands of Americans who signed up for the Affordable Care Act's health insurance exchanges," Manchin said. "I've always said that this should be a transition year to give the American people a chance to shop around for the best and most affordable insurance plans for themselves and their families."

Manchin said he will continue to work his colleagues on both sides of the aisle to fix the law's missteps and problems while "keeping its positive aspects."
