    As more evidence is gathered about their risks, crackdowns on Electronic Cigarettes could be coming. The World Health Organization says E-Cigarettes could serve as gateway addictions for children and adolescents. 

The U.S. Environmental Protection Agency published proposed rules for greenhouse gas emissions from new coal-fired power plants Jan. 8 in the Federal Register, where they are open for comment for the next 60 days.

Rep. Shelley Moore Capito, R-W.Va., voiced her displeasure through a news release the same day the rules were published.

The rules would require new power plants to either burn fuels with lower emissions, such as natural gas, or new power plants that burn coal be built with carbon capture and storage capabilities.

The new proposal comes after more than 2.5 million comments came in response to an April 2012 EPA proposal.

In September, Capito introduced a bill that would block the implementation of any EPA carbon dioxide regulations for new or existing power plants until foreign countries that account for at least 80 percent of the global carbon dioxide emissions outside the U.S. enact regulations that are at least as stringent as those in the U.S.

"The Obama administration and his EPA have decided to move full-speed ahead to block construction of new coal-fired power plants across the country," Capito said. "Our country depends on affordable, reliable energy to power the economy and heat our homes, and the bitter cold this week serves as a reminder of how much we need affordable American energy."
