Second arrest made in child neglect case out of Raleigh County

A mother is behind bars after police said she was passed out naked in a vehicle with a man and her 8-month-old baby in the back seat.

Beckley Police Officers said Jennifer Zink, 31, of Sandstone was arrested Monday, March 17 around 8 a.m. after someone found her and John Skaggs in the vehicle neglecting the child.

The car was sitting idle in the parking lot of the Southern West Virginia Clinic in Beckley for several hours and the baby was cold and starting to turn purple when officers arrived.

Zink and Skaggs are facing charges of child neglect creating the risk of injury.

Zink told officers she and Skaggs had sex in the car and that the child belonged to her. She also told officers the car broke down in the parking lot.

Zink is being held in Southern Regional Jail on a $10,000 bond.  Skaggs was arrested on Wednesday, March 19.  He is being held in the Southern Regional Jail on a $25,000 bond.

Police said it appears that drugs or alcohol were a factor in the incident.  The child is in the care of child protective services.
