According to police, when they visited the house there was food, dirt, cockroaches, and clothes scattered everywhere.
The police say that the parents admitted to both smoking marijuana and mother taking muscle relaxers last night.

According to the Madison Chief of Police, the father of the child, Brian Ball, and the mother of the child, Norrieca Bryant, have been arrested.
Police responded to a call at the house a few weeks ago where the same child was seen sitting in the yard in only a diaper.
They say the toddler walked around half of a mile from the home in the middle of the night and was almost hit by a coal miner driving home. He is the person who reported this.
Police say the home the child was living in was deplorable and another two year old was removed from the home and put into custody of a grandparent through CPS.
According to the Boone County Sheriffs Office, a toddler was left on a street in nothing but its diaper in Madison, WV overnight.
The child was found at around 3:30 A.M. on Wednesday morning.

The toddler was taken to Boone Memorial Hospital to be evaluated but no information on its condition is available at this time.
According to EMS personnel, the toddler was OK as it was being transported to the hospital.
The Boone County Sheriff’s Office says two arrests were made in connection to the case.
The case is now being investigated by the Madison Police Department.
