Four people arrested, charged in connection to Friday morning Amber Alert

Four people have been arrested in connection to an early morning Amber Alert on Friday, according to the Wheeling Police Department.

Police say a 911 call was made by a man on National Road at 8:55 p.m. on Thursday night allegedly claiming that forced entry was made into his home, and that his child was then taken from the upstairs.

An Amber Alert was then issued early this morning, and the child was found 90 minutes later unharmed and safe with the mother in Moundsville.

Police arrested Valarie Kay Hall, 45; Val Andrew Winer, Sr., 68; and Val Andrew Winer, Jr., 44, on charges of abduction, burglary, and conspiracy. Breeca Shian Steele, 25, was also arrested on a charge of conspiracy. All of the suspects are from Moundsville.
